Cohere has completed the first close of its Series E round, which it aims to grow to as much as C$7bn. The Toronto AI company says that would value it at C$35.7bn. The Government of Canada is among the new investors.

Cohere announced the round on Thursday in a press release and a blog post by its three co-founders. It says the round is the largest private financing ever raised by a Canadian technology company.

“The most powerful AI systems are concentrated in a very small number of companies, in a very small number of countries,” Canadian Prime Minister Mark Carney said at a press conference on Thursday.

Who is putting money in

The companies of Schwarz Group, a large European retailer, lead the Cohere Series E, having committed $600m earlier, Bloomberg reported. Bell Ventures, Bullhound Capital and the Government of Canada are new investors. Inovia Capital, Nvidia and Prosperity7 Ventures invested before.

The Canadian government has agreed to invest up to $1.14bn, Rebecca Torrence and Laura Osman reported for Bloomberg. Cohere is making commitments as part of the investment, the release says. Cohere plans to keep its headquarters in Canada, Carney said, according to Bloomberg. It will also invest about $1.2bn in computing infrastructure there by 2030.

Bloomberg put the valuation at $20.5bn, a figure that does not include the new money. It said the full round would total up to $5bn. That roughly triples Cohere’s value from a year ago, according to Bloomberg.

Cohere declined to say how much of the target is already committed. Chief financial officer Francois Chadwick told Bloomberg the first close includes “most of it”.

Growth, and what is not disclosed

Cohere says its annual recurring revenue grew more than 165% in the year to the end of September. Its customer count rose 20 times in a year, to 300. They include Bell Canada, Fujitsu, RBC, TD Bank, PwC and TKMS. Chadwick declined to give Bloomberg a revenue figure, and declined to comment on plans for a stock market listing.

“These investments are critical for the next chapter of our growth,” chief executive Aidan Gomez said at the press conference, Bloomberg reported.

Gomez said Cohere plans to hire for more than 1,000 new positions. The company says it will also spend the money on its models and on products for regulated industries. Some will pay for computing power to train frontier models.

A European bet as well

Cohere agreed this year to combine with Germany’s Aleph Alpha, a deal that set up headquarters in Berlin and Toronto. It also plans to buy cybersecurity startup AISLE, which will become Cohere Cyber.

Schwarz Digits chief executive Christian Müller said the goal is to run Cohere’s models on STACKIT, Schwarz’s own cloud. Germany’s digital minister, Karsten Wildberger, congratulated the company in the release.

In their post, the co-founders argue against what they call “frontier fatalism”. That is the view that only two countries and a few companies can build leading AI. They wrote that more than 70% of open-model tokens served through OpenRouter came from Chinese models earlier this year. Cohere said on Monday that Alibaba’s Qwen model tried to send a file to Beijing during one of its tests.

In the next 12 months, the founders wrote, Cohere will complete the Aleph Alpha and AISLE deals, launch Cohere Cyber, release new models and begin frontier-scale training with allied partners. Canada has backed AI before: Carney’s government unveiled a national AI strategy in June.
