小型團隊如何以最低可行方式實施 NIST AI RMF

AI RMF for Small Teams: Minimal Viable Implementation

The Small-Team Problem

The NIST AI RMF looks like it assumes a large organization with dedicated risk, legal, and security staff. Most small and mid-sized teams do not have those resources. The good news: NIST explicitly designs the framework to be scalable and adaptable to organizational context and available resources (NIST, 2023). A minimal viable implementation capturing the essence of Govern, Map, Measure, and Manage can be run by a single accountable owner.

The goal is not to replicate a large enterprise program, but to build a lightweight, honest loop that catches the risks that actually matter. Smaller organizations disproportionately rely on a few key teams to carry governance — which makes simplicity and repeatability the priority.

A Minimal Govern

One accountable owner. Name one person who owns AI risk. Everything else flows from that.

One-page AI policy. Write a single page covering: what AI is and isn't allowed, who must approve deployments, and where the risk register lives.

A five-item risk appetite. Instead of a detailed appetite statement, write five plain sentences: what you accept, what you mitigate, what you never accept.

A Minimal Map

A one-row-per-system register. Keep a simple table (spreadsheet or Airtable) with columns for name, purpose, data, vendor, owner, and risk. Update it monthly.

Track shadow AI. Add a recurring question: "What AI did anyone adopt without approval this month?" A monthly email to the team surfaces tools the register is missing.

A Minimal Measure

A three-level rubric. Score each system Low / Medium / High on likelihood and impact, then combine. Three levels are enough for a small team to prioritize without drowning in nuance.

Likelihood — low rare / medium possible / high likely.

Impact — low minor / medium significant / high severe (harm, legal, money).

One baseline per system. Capture the system’s intended behavior and its current performance so you can notice when it drifts.

A Minimal Manage

A simple treatment list. For each medium/high risk, write the mitigation, the owner, and a due date. Review monthly.

An incident log. Keep a short log of anything that goes wrong — wrong outputs, data incidents, misuse. Note what happened and what you changed.

The Cadence That Makes It Stick

Monthly — reconcile register + review treatments — 30 min.

Quarterly — re-score systems, spot-check baselines — 1 hour.

Per deployment — approve new system, assign owner, log it — 30 min.

Annual — review the policy + appetite line by line — 1 hour.

Start Smaller Than You Think

The most common failure is over-scoping. A genuinely minimal start is: one register, one rubric, one monthly review. Run that for two quarters. Then add one element at a time — baselines, a formal treatment plan, or the GenAI profile's actions for your highest-risk system (NIST, 2024). Small, consistent beats ambitious and abandoned.
